Roll meat in flour. Brown in oil. Add 1 cup hot water and simmer for 10 minutes.
Cook onions and celery in 5 cups hot water for 30 minutes (or 10 mins in pressure cooker). Add the rest of the ingredients. Cover and simmer for 2 hours.
Serve over rice.
